今天我同加尼总统一起出席中阿建交60周年招待会，深感荣幸。我愿代表中国人民，向阿富汗人民致以诚挚的问候和祝福，向关心和支持中阿友好事业的两国各界人士表示崇高的敬意！
I am deeply honored to join President Ghani at this reception marking the 60th anniversary of diplomatic relations between China and Afghanistan. I wish to extend, on behalf of the Chinese people, cordial greetings and best wishes to the Afghan people, and pay high tribute to the people from both countries who have taken a keen interest in and supported the friendly relations between our two countries.
日前发生在阿富汗北部地区的强烈地震给阿造成重大人员伤亡和财产损失。习近平主席、李克强总理分别向加尼总统和阿卜杜拉首席执行官致电表示慰问。中国政府已宣布向阿方提供价值1000万元人民币的人道主义救援物资，今天已经运到喀布尔机场。借此机会，我受习近平主席委托，代表中国政府和人民，再向阿政府提供100万美元紧急现汇援助。中国红十字会也已向阿先行提供了10万美元抗震救灾紧急现汇援助。我们愿根据阿方救灾需求，尽最大努力继续提供力所能及的援助。相信在加尼总统和阿卜杜拉首席执行官的领导下，阿富汗人民一定能够克服困难，重建家园。
The recent massive earthquake that hit northern Afghanistan has caused severe loss of life and property. President Xi Jinping and Premier Li Keqiang sent messages of sympathy and condolences to President Ghani and Chief Executive Dr. Abdullah Abdullah. The Chinese government has announced 10 million yuan of humanitarian supplies to Afghanistan, which have already arrivedat the Kabul airport today. I have been entrusted by President Xi Jinping and Premier Li Keqiang to announce on behalf of the Chinese government and people, the provision of another one million US dollars of grants in emergency aid to the Afghan government. And, the Red Cross Society of China has provided in advance 100,000 US dollars of grants in emergency assistance for disaster relief. We are ready to provide further assistance to the best of our ability in line with Afghan needs. We are convinced that under the leadership of President Ashraf Ghani and Chief Executive Dr. Abdullah Abdullah, the Afghan people will prevail over the difficulty and rebuild their home.
中阿山水相连，人民间友好交往源远流长。早在2000年前，古老的丝绸之路就把两国人民联系在一起。60年前，两国建立外交关系，开创了友好合作新纪元。回顾60年风雨历程，危难之际，中阿守望相助；和平之时，两国携手发展。两国建立了战略合作伙伴关系，人民间友谊历久弥坚。
As close neighbors, people of our two countries enjoy time-honored exchanges. Over 2,000 years ago, we were connected by the ancient Silk Road. Sixty years ago, the establishment of diplomatic relations opened a new era of friendship and cooperation between our two countries. Looking back at the past extraordinary 60 years, we feel proud that our two countries have stood with each other in time of difficulty and joined hands in pursuing common development in time of peace. We have established a strategic cooperative partnership and the friendship between the two peoples has grown ever stronger.
鉴往知来，中阿关系之所以能够健康稳定发展，主要得益于：第一，两国历届领导人从战略高度牢牢把握中阿关系发展的正确方向；第二，两国始终坚持和平共处五项原则，相互尊重，平等相待；第三，两国本着互利共赢的原则开展合作，中国援阿民生工程将两国民心紧密相连；第四，两国在国际和地区事务中密切配合，维护两国和发展中国家的共同利益。
Past experience tells us that the sound and steady growth of China-Afghanistan relations can be attributed to the following reasons: First, leaders of successive generations of both countries have kept our relations on the right track from a strategic perspective; second, both countries have been committed to the Five Principles of Peaceful Coexistence and treated each other with respect and as equals; third, we have engaged in win-win cooperation, and the livelihood projects China has undertaken in Afghanistan have brought the two peoples closer; fourth, we have had close coordination in regional and international affairs to uphold the common interests of our two countries and all developing countries.
当前，阿富汗处于“十年转型期”的第一年，在阿民族团结政府的带领下，踏上了建设新阿富汗的历史征程。中国人民正在为实现“两个一百年”目标和中华民族伟大复兴的中国梦而奋斗。两国人民向往更加美好生活的梦想相通，携手合作发展的前景广阔。
Afghanistan is in the first year of its transformation decade and has embarked on a historic journey toward a new Afghanistan under the leadership of the national unity government. The Chinese people are now striving to achieve the two centenary goals and realize the Chinese dream of great national renewal. Our two peoples share the same aspiration for better lives and enjoy broad prospects of cooperation for common development.
今年是“中阿友好合作年”。我值此中阿建交60周年之际来访，就是要同阿领导人共商落实两国元首达成的重要共识，探讨进一步对接两国发展战略，推进两国友好合作。上午，我同加尼总统进行了2个小时会谈，签署了3项合作协议。我们一致认为：
This year is the Year of China-Afghanistan Friendship and Cooperation. I have come to Afghanistan on the occasion of the 60th anniversary of our diplomatic relations to discuss with Afghan leaders how to better implement the important consensus reached between the two presidents last year, further align our development strategies, and promote the friendship and cooperation between our two countries. This morning, President Ghani and I talked for two hours and signed three cooperation agreements. Both sides agree that efforts need to be made in the following areas:
第一，保持高层互访和会晤。中国欢迎阿卜杜拉首席执行官下个月赴华出席上海合作组织政府首脑理事会。
First, maintain high-level visits and meetings. China welcomes Dr. Abdullah to attend the Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organization to be held in China next month.
第二，落实好双边发展合作项目。中国将履行好3年内向阿提供15亿元人民币无偿援助的承诺，今年提供5亿元人民币用于建设低价住宅。中国愿帮助阿富汗制定基础设施发展规划，加强同周边国家互联互通。欢迎阿方积极参与中方提出的丝绸之路经济带倡议。
Second, effectively implement bilateral development cooperation projects. China will meet its commitment of providing 1.5 billion yuan of grants to Afghanistan in three years’ time. This year China will provide 500 million yuan to build affordable housing. China is willing to help Afghanistan draw up an infrastructure development plan to enhance connectivity with its neighbors. China welcomes Afghanistan to take an active part in the Silk Road Economic Belt initiative.
第三，深化反恐和防务安全合作。中国愿帮助阿富汗提高反恐和防务能力建设，共同维护两国及本地区安全与稳定。
Third, deepen counter-terrorism, defense and security cooperation. China is ready to help Afghanistan build its counter-terrorism and defense capabilities and work with Afghanistan to jointly uphold security and stability of our two countries and the region at large.
第四，支持阿改善内外环境。中国支持“阿人主导、阿人所有”的和解进程，支持阿富汗同周边国家改善关系。双方将加强在伊斯坦布尔进程、上合组织等地区和国际机制中的合作，推动国际社会加大对阿支持，兑现援阿承诺。
Fourth, support Afghanistan in improving its internal and external environments. China supports the “Afghan-led, Afghan-owned” reconciliation process and effort by Afghanistan to improve relations with its neighbors. The two sides will strengthen cooperation in the Istanbul Process, the Shanghai Cooperation Organization and other regional and international mechanisms, and urge the international community to increase support and fulfill assistance commitments to Afghanistan.
无论是过去、现在还是将来，中国都是阿富汗可以信赖的邻居和朋友。我们真诚希望阿富汗早日实现和平、稳定与发展，让阿富汗人民共享人类文明进步的成果。让我们携手努力，共同开创两国更加美好的未来，让中阿友好世代相传。
China has been and will always be Afghanistan’s trustworthy neighbor and friend. We sincerely hope to see Afghanistan achieve peace, stability and development at an early date and the Afghan people share in the fruits of human progress. Let us work together to open a better future of both our countries and pass the long friendship between our two countries on from generation to generation.
